...How could I help maintain the integrity of the Belgium block I would like to install along the outside of my driveway against snow plows when they are originally installed?
Place a minimum #4 rebar into the cement on the backside of the Belgium block as they are being laid into the cement.

NOTE:
Be sure the rebar you use is as long as possible. Then when you need to use a second bar, be sure you overlap the bars (and tie them of course) at least a foot or so.
